Upper West Side Specific Plan
The project proposes a new Specific Plan on approximately 2,083 acres in the unincorporated Natomas community. Necessary entitlements include multiple General Plan Amendments, including moving the UPA and USB.
2030 General Plan and Amendments
The General Plan is a set of goals, objectives, policies, implementation measures, and maps that form a blueprint for physical development in the unincorporated County.
The plan addresses important community issues such as new growth, housing needs and environmental protection.
Its policies are instrumental in planning infrastructure to accommodate future growth. State law requires that all California Counties and Cities adopt General Plans which include seven mandatory elements (chapters):
Land Use, Circulation, Housing, Conservation, Open Space, Noise and Safety. Additionally, State law also mandates that if Disadvantaged Communities are present, a jurisdiction must also address Environmental Justice within the General Plan.
2035 General Plan - City of Sacramento
The 2035 General Plan retains the overall land use and policy direction established in the 2030 General Plan. Elements, chapters, sections of the existing General Plan have not been reorganized or comprehensively changed.
Between now and 2035, the City of Sacramento is expected to grow by approximately 165,000 residents and 86,000 jobs as Sacramento continues to promote Smart Growth.
Smart Growth accommodates population growth in a better way than simply continuing to expand the city outward. It involves reinvesting in existing cities and suburbs to create vibrant town centers, providing housing close to jobs, promoting transit use and walking, and minimizing urban sprawl, loss of open space, and traffic congestion.
2040 General Plan - NOTICE OF PREPARATION
The City has issued a Revised Notice of Preparation (NOP) of a Master Environmental Impact Report (MEIR) for the City of Sacramento 2040 General Plan Update and Climate Action Plan.
The Revised NOP is available on the City’s Community Development Department web page.
2083 Acre Upper West Side Community
At no Tax Payer expense for the County of Sacramento, the new community capitalizes on the existing infrastructures that have helped support the significant public investments that have occurred in the Natomas Basin and its surrounding areas.
Over $1.5B was expended on freeway and flood protection improvements, as well as Sacramento's Airport Expansion.
UWS LLC 2020 Preliminary Land Use Plan
A Preliminary Land Use Plan engineered by Wood Rodgers.
Incorporating Smart Growth Principles the Upper Westside Plan area will provide approximately 12,700 new jobs at build-out, with 230+ jobs evergrowing in a 5-mile radius from West and Downtown Sacramento.
Smart Growth Principles Feb 26.19
The Sacramento County started The Planning efforts in the late 1990's when it was previously referred to as The Natomas Joint Vision Plan where four distinct precincts were established.
Since the MOU in 2002 The "Boot" Precinct from the Natomas Joint Vision Plan was then renamed to the now Upper West Side.

February 24, 2019 [UPDATE]
On Tuesday, February 26, 2019 at 2:15 pm, the County of Sacramento Board of Supervisors will consider starting a master plan process to urbanize 2,000 acres of prime agricultural land in Natomas (covering most of the existing farmland between the City limit and Sacramento River, south of Fisherman’s Lake).
Upper Westside Plan Moving Forward Feb 28.19
Economic Development, Community Planning, Agriculture The process, described as the first step in a long journey, would study the impacts of an application for a proposed 2,083 acre mixed-use, master-planned development that would include 10,000 residential housing units and five million square feet of commercial space. The project would require amendments to the County’s General Plan as project boundaries are outside the County’s Urban Services Boundary as shown in the County’s General Plan Land Use Diagram. Changing the Urban Services Boundary would require a 4/5 approval of the Board.
